Outside the app it always runs in two steps, like send_now: dry_run=true runs the same checks as scheduling and says what send_now would say today (how many people it reaches, how many are suppressed, what is left of the monthly plan, the first recipients, and what would stop the send today, such as an unverified domain), with a confirm_token (10 minutes); then call it again with the same input and the confirm_token. Errors: scheduled_at_in_past, scheduled_at_too_far, campaign_not_schedulable (not a draft or scheduled campaign), campaign_incomplete. Owners and admins only, like sending.
